This course is based on the ITU Handbook for the Collection of Administrative Data on Telecommunications/ICT, which is a key reference document for the collection and analysis of internationally comparable indicators on telecommunications/ICT based on administrative sources (i.e., supply-side data mainly from operators). The Handbook include, concepts, definitions and methodological clarifications for more than 100 internationally agreed and sub-indicators indicators, discussed by the Expert Group on Telecommunication/ICT Indicators (EGTI). The Handbook was released at the 11th Meeting of the Expert Group on Telecommunication/ICT Indicators (EGTI) in September 2020.
It presents the main groups of telecommunication/ICT indicators collected and the different questionnaires as well as the definition and methodologies of the indicators following the ITU Handbook for the collection of administrative data on telecommunications/ICT. Examples provided address data gaps and challenges faced by countries and suggests possible solutions.
